Board of Directors

Jeff Winter, President

As an independent business owner and south Minneapolis resident, Jeff Winter has enjoyed Minneapolis parks for over forty years. As an avid runner and rollerblader, Winter estimates he has logged 25,000 miles around Minneapolis and its lakes. Having organized several running events in the past, Winter understands the importance of outdoor fitness events and their positive impact on quality of life. He is married with children, is active in local politics, was a volunteer for the band shell’s restoration, and is committed to enhancing our City and parks.  

Myles Johnson, Vice President

Independent Education Management Professional. PHD in Psychology; hypnosis, neurology. Currently teaching at Normandale Community College.

Sylvia Fine, Secretary

Sylvia Fine has been a resident of Southwest Minneapolis for 35 years.  Married with four children, she has been heavily involved with school PTA's and other school related volunteer activities.  She served on the Linden Hills Neighborhood Council Board for 4 years and was Co-Chair of the Phase II Neighborhood Revitalization Project (NRP).  Sylvia has volunteered as a Minnesota Historical Society docent and is currently employed as an office manager at a Medical Office.

Jay Halvorson - Treasurer

Jay was born in Minneapolis in 1955.  He has lived his whole life in southwest Minneapolis or Edina where he now resides.  He attended Edina High School.  He has spent his entire work life in the tire industry –in the earlier years in retail and more recently in wholesale distribution.  He has been married since 1977 to Peggy Halvorson, and has 2 children and 2 grandchildren.  Jay has been a frequent user of the Minneapolis park system since the early 1970s when he lived near Lake Harriet.  In his view this system is a treasure and an asset of not just the people of the City of Minneapolis but of the whole Twin Cities area.   

Mark Kaplan

Mark was born and raised in Minneapolis, graduating from the The Blake School in 1967. He was a member of the Minneapolis City Council from 1978-1984. Mark has had careers as a teacher, investment banker, and financial engineering consultant. He served 25 years as a Board Member for the Center for Energy and Environment, 1985-2010.  Former long distance runner, now a masters swimmer. Grows raspberries and hosta.


Paul Hokeness
Paul has worked in the field of Parks and Recreation for 37 years, 18 of which were with the Minneapolis Park and Recreation Board.  He's a 36 year resident of Southwest Minneapolis and former volunteer coach for M.P.R.B.  Paul has a degree in Parks and Recreation from the University of Minnesota.  He's currently retired but working part-time as a sales representative for St. Croix Recreation.

Felicity Britton, Coordinator

Felicity and her family are avid park users. They bike the chain of lakes, play at the playgrounds, attend the band shell concerts, participate in summer camps at the park buildings, and enjoy the community-building events the parks offer. Britton’s volunteerism and leadership is evidenced in her organization of the 2004 Lake Harriet Live! Art Festival, serving 3 years on the Linden Hills Neighborhood Council and her current involvement with PFP. She is also employed part time as Executive Director of Linden Hills Power & Light, an environmental non-profit.
